Or at least, not widely... yet. Some, perhaps all, screen-reader developers are working to enhance their programs to allow the user to TAB into and through HTML FORMS. These updates are not widely available yet and it may be a long time before all users have access to the revised software.
In the meantime, try this experiment: without using your mouse at all, please complete this HTML 3.0 form. (By the way, if your browser DOES let you tab into this form, please use the form to tell me what browser and/or screen-reader you are using... a lot of people would be interested to know.)
Please note that developers of both standard Web-browsers and screen-readers for persons with visual impairments are working to overcome the barrier presented by the lack of keyboard control in HTML 3 FORMS. As of April 19, 1996, the problem of FORMS access still exists in a major way.
